दावा 250 सीट का, संभाल नहीं पाए 150 भी
इंदौर--एमजीएम मेडिकल कॉलेज प्रबंधन की लापरवाही ने इंदौर के हाथ से भविष्य के 100 डॉक्टर छीन लिए। समय रहते यदि ऑथोरिटी लेटर मंत्रालय पहुंचा दिया जाता तो इन सीटों को बचाया जा सकता था। 250 सीटों के इंफ्रास्ट्रक्चर का दावा करने वाला मेडिकल कॉलेज, 150 सीटें भी नहीं संभाल पाया। लापरवाही की हद यह कि खुद की गलती स्वीकारने के बजाय कॉलेज के अधिकारी अब नियमों में परिवर्तन का हवाला देकर खुद को बेगुनाह साबित करने में लगे हुए हैं। ऐसे में सवाल यह है कि होनहार स्टूडेंट्स के साथ हुए इस अन्याय का खामियाजा कौन भरेगा? एमसीआई ने एमजीएम मेडिकल कालेज की एमबीबीएस सीटों के कोटे में से 10 सीटें कम कर दी हैं। एमसीआई ने पिछले साल ही कॉलेज में इन सीटों का इजाफा किया था। इसके बाद टीम ने एमजीएम मेडिकल कॉलेज सहित प्रदेश के अन्य कॉलेजों का दौरा किया। इसमें खुलासा हुआ था कि इक्का-दुक्का कॉलेजों को छोड़कर बाकी के पास बढ़ी हुई सीटों के हिसाब से इंफ्रास्ट्रक्चर ही नहीं है। एमजीएम मेडिकल कॉलेज के पास अस्पतालों में मरीजों की संख्या तो पर्याप्त थी, लेकिन यहां भी फेकल्टी मेंबर्स और अन्य व्यवस्थाओं में खामियां निकली। दौरे के बाद एमसीआई ने भोपाल के गांधी मेडिकल कॉलेज को छोड़कर बाकी सभी कॉलेजों की उन सीटों को कम कर दिया, जिन्हें बढ़ाने की अनुमति एमसीआई ने 2013 में जारी की थी।

लोगों की सुविधाओं को देखते हुए जिले के सभी केमिस्ट शॉप की डिटेल विभाग की वेबसाइट www.fdaharyana.com पर डाली जाएगी। इनमें सबसे पुराने मेडिकल स्टोर की डिटेल भी होगी। विभाग के रिकॉर्ड के अनुसार जिले में करीब 1300 मेडिकल स्टोर हैं। इनमें सबसे पुराना अग्रवाल मेडिकल स्टोर है। जो 1978 में शुरू हुआ था।

'दवा क्षेत्र में लघु-मध्यम उद्योग निभा सकते हैं अहम भूमिका'
मुंबई-देश के दवा उद्योग की वृद्धि में लघु एवं मध्य औद्योगिक इकाइयां (एसएमई) महत्वपूर्ण भूमिका निभा सकती हैं, क्योंकि दवा उद्योग के उत्पादन में इस क्षेत्र का 35 से 40 प्रतिशत तक योगदान है। एसएमई क्षेत्र में हर साल 35,000 करोड़ रुपये की दवाओं का कारोबार होता है। एक रिपोर्ट में यह जानकारी दी गई है।
भारत सूक्ष्म, लघु और मध्यम उद्यम रिपोर्ट 2013 के अनुसार लघु एवं मध्यम औद्योगिक इकाइयां का दवा क्षेत्र की वृद्धि में महत्वपूर्ण योगदान रहा है इसलिये यह क्षेत्र दवा उद्योग का महत्वपूर्ण हिस्सा बन गया है। रिपोर्ट के अनुसार भारतीय औषधि क्षेत्र काफी फैला हुआ है और अनुमान है कि एसएमई क्षेत्र में दवा उद्योग के लिये 9,456 इकाइयां काम कर रही है।
एसएमई क्षेत्र का दवा उद्योग के सकल उत्पादन में 87 प्रतिशत और मूल्य के लिहाज से 40 प्रतिशत हिस्सा हैं। वर्ष 2006-07 में औषधि उत्पादों का देश से 6.23 अरब डॉलर का निर्यात कारोबार कियाय गया जो कि 2012-13 में 8.7 अरब डॉलर हो गया। सालाना आधार पर इसमें 21.25 प्रतिशत वृद्धि दर्ज की गई। वाणिज्य एवं उद्योग मंत्रालय को क्षेत्र की निर्यात वृद्धि में 25 प्रतिशत वृद्धि की उम्मीद है।

प्लेथिको फार्मा के खिलाफ ईडी की जांच शुरू
New Delhi--फार्मा कंपनी प्लेथिको फार्मा के खिलाफ एनफोर्समेंट डायरेक्टोरेट ने जांच शुरू कर दी है। उसे शक है कि यहां सत्यम जैसा बड़ा घोटाला निकल सकता है। कंपनी पर आरोप है कि वो सत्यम की तरह बढ़ा-चढ़ा कर टर्नओवर दिखा रही है। यही नहीं कंपनी पर गैरकानूनी तरीके से टर्नओवर करने के साथ ही मनी लॉन्डरिंग के भी आरोप हैं।
प्लेथिको फार्मा जांच के घेरे में आ गई है। कंपनी पर मनी लॉन्ड्रिंग के गंभीर आरोप लगे हैं जिसके तहत कहा गया है कि विदेश में प्रोमोटर कंपनियों को गलत तरीके से रकम भेजी गई है।जांच में कंपनी के कांडला पोर्ट से एक्सपोर्ट में फेमा के उल्लंघन का मामला सामने आया है। वहीं आरोप हैं कि कंपनी ने 670 करोड़ रुपये के बजाए टर्नओवर 1550 करोड़ रुपये दिखाया है। कंपनी पर बैलेंसशीट में गड़बड़ करके शेयर चलाने का आरोप लगा है।जांच में आरोप लगाए गए हैं कि प्लेथिको फार्मा ने 2004-05 में अपनी ही रूस की कंपनी रेजलोव का टेकओवर किया था। रेजलोव को प्रोमोटर के रिश्तेदार ही चलाते हैं। रेजलोव के लिए दिए गए 1.5 करोड़ डॉलर की रकम गैर कानूनी ढ़ंग से दी गई। इसके अलावा प्लेथिको फार्मा ने अपनी ही दुबई की कंपनी ट्रीकॉन में हिस्सेदारी ली और ट्रीकॉन के 20 फीसदी के हिस्से के लिए 2 करोड़ डॉलर दिए।इसके अलावा प्लेथिको की दुबई सब्सिडियरी को प्लांट के लिए 4 करोड़ डॉलर भेजे गए जबकि दुबई सब्सिडियरी के कागजात जाली हैं और प्लांट की जमीन के लिए भी कारार नहीं हुआ है।इन आरोपों पर प्लेथिको फार्मा का जवाब है कि कंपनी ने टर्नओर बढ़ाकर नहीं दिखाया है और कुल कारोबार में सभी सब्सिडियरीज का टर्नओवर शामिल किया है। प्लेथिको ने फेमा कानून का उल्लंघन नहीं किया और सभी निवेश नियमों का पालन किया है।कंपनी कॉरपोरेट गवर्नेंस का पालन करती है और कंपनी ने विदेशी अधिग्रहण में आरबीआई, फेमा नियमों का पालन किया है। प्लेथिको फार्मा के दुबई में प्लांट पर काम चल रहा है।
घटिया दवाओं के लिए रैनबेक्सी करेगी 420000 डॉलर का भुगतान
वाशिंगटन-भारतीय दवा निर्माता कंपनी, रैनबेक्सी घटिया दवाएं बेचने से संबंधित शिकायतों के निपटारे के लिए पश्चिमोत्तर अमेरिकी प्रांत, इदाहो को लगभग 4,20,000 डॉलर का भुगतान करेगी।
इदाहो ने दूसरे प्रांतों और अमेरिकी सरकार के साथ मिलकर रैनबेक्सी पर यह आरोप मढ़ा था कि उसके द्वारा अप्रैल 2003 और सितंबर 2010 के बीच निर्मित दवाएं अमेरिकी खाद्य और औषधि प्रशासन के मानकों के अनुरूप नहीं हैं और इसके कारण मेडिकएड को मुआवजा भरना पड़ा है।मेडिकएड गरीबों और संसाधनविहीन लोगों के लिए अमेरिका का एक स्वास्थ्य कार्यक्रम है। आरोप के दायरे में आने वाली कंपनी की 26 दवाएं भारत के पांवटा साहिब और देवास स्थित संयंत्रों में बनी थीं।कंपनी दरअसल अमेरिकी और प्रांतीय सरकारों को 50 करोड़ डॉलर का भुगतान करने पर सहमत हुई है, जिसमें से इदाहो की हिस्सेदारी 4,19,914 डॉलर की है। इदाहो के एटॉर्नी जेनरल लॉरेंस वासडेन ने कहा कि करदाता यह चाहते हैं कि उनके पैसे का उपयोग उचित कार्य में हो। इस निपटारे से पता चलता है कि हम इदाहो मेडिकएड कार्यक्रम को हुए नुकसान की भरपाई करने के लिए प्रतिबद्ध हैं।कंपनी द्वारा अमेरिकी और प्रांतीय सरकार को भरी जाने वाली राशि में से आधी राशि मेडिकएड कार्यक्रम को जाएगी। उसी तरह इदाहो के हिस्से में आने वाली राशि में से भी आधी इदाहो के मेडिकएड कार्यक्रम को जाएगी। जबकि आधी राशि इदाहो के सामान्य कोष में जाएगी।कंपनी ने अमेरिकी खाद्य, औषधि और प्रशासन अधिनियम का भी सात बार उल्लंघन करने का जुर्म कबूल किया है और आपराधिक जुर्माने और जब्ती के रूप में 15 करोड़ डॉलर भरने के लिए तैयार हो गई है।

डायबिटीज की सस्ती दवा पर बैन क्यों ?
नई दिल्ली।। भारत में डायबिटीज की दवा पियोग्लीटाजोन पर बैन से डॉक्टर हैरान हैं। अपने देश में इसके पेशंट की संख्या काफी ज्यादा है और इसे डायबिटीज का कैपिटल कहा जाता है। डॉक्टरों का कहना है कि यह बिना सोचे समझे दबाव में लिया गया फैसला लगता है। सबसे बड़ी चिंता की बात यह है कि इस दवा का जो अल्टरनेट है उसकी कीमत इससे कई गुना ज्यादा है। डॉक्टर्स अब सरकार से इस फैसले को वापस लेेने की मांग करते हुए पत्र लिखने की तैयारी में है। बता दें कि हाल ही में स्वास्थ्य मंत्रालय ने इस दवा पर बैन लगा दिया है। दिल्ली डायबिटीज असोसिएशन के प्रेजिडेंट डॉ . ए . के . झिंगन का कहना है कि सरकार ने इसके सभी कम्पोजिशन पर बैन लगा दिया है। हालांकि , सरकार ने इस दवा के बढ़ते साइड इफेक्ट को देखते हुए यह फैसला लिया है , किंतु भारत के लोगों के लिए यह बैन सही नहीं है। क्योंकि , इस दवा का साइड इफेक्ट भारत में नहीं देखा गया है और अभी भी अमेरिका सहित 32 देशों मंे यह दवा बेची जा रही है। इतना जरूर है कि वहां की सरकार ने इस दवा पर वॉर्निंग जारी करते हुए यह जरूर कहा है कि इसके डोज पर कंट्रोल रखें। डॉक्टर झिंगन का कहना था कि आमतौर पर इस दवा का साइड इफेक्ट तब होता है जब डॉक्टर इसके डोज के साथ छेड़छाड़ करते हैं। आमतौर पर इसका असर 4 से 6 सप्ताह के बाद दिखता है। पेशंट डॉक्टर से दवा के असर के बारे में बात करते हैं और फिर डॉक्टर डोज बढ़ा देता है। विदेशों में इस दवा का डोज 7.5 एमएल तक दे दिया जाता है , जबकि इस दवा का नॉर्मल डोज 3 से 4 एमएल प्रतिदिन है और भारत में डॉक्टर इससे भी नीचे डोज पर दवा देते हैं। फोर्टिस अस्पताल के सीडीओसी सेंटर फॉर डायबिटीज के चेयरमैन डॉ . अनूप मिश्रा का कहना है बैन लगाने के पीछे सरकार का फैसला साफ नजर नहीं आ रहा है। यह अच्छी दवा है और कम डोज में काफी कारगर है। बिना ठोस वजह से इस पर बैन लगाने से महंगी दवा का मार्केट बढ़ेगा। यह पेशंट के लिए परेशानी की बात है। सरकार के इस फैसले का हम विरोध कर रहे हैं और सभी डॉक्टर जल्द ही एक ड्रॉफ्ट बनाकर ड्रग्स कंट्रोलर ऑफ इंडिया और हेल्थ मिनिस्ट्री को इस बारे में लिखेंगे। यह बैन हर हाल में वापस होना चाहिए , इसका सीधा असर पेशंट पर पड़ने वाला है। डायबिटीज के स्पेशलिस्ट डॉ . राजीव आर्डे का कहना है इस दवा का साइड इफेक्ट फ्रांस में देखा गया है , जिसमें ब्लैडर कैंसर की बात सामने आई है। जब अमेरिका ने सिर्फ वॉर्निंग दी है तो भारत में इस पर बैन क्यों लगाया गया है। उन्होंने कहा कि इसके बदले में जो दवा बाजार में है , वह इससे कई गुना महंगी है। यह दवा जहां 5 से 7 रुपये में मिल जाती थी , वहीं दूसरी दवा की कीमत 50 रुपये से भी ज्यादा है।

Three-member expert panel formed to examine banning diclofenac injection 8 July 2013
New Delhi : A three-member expert panel will examine and report on the issue of banning or preventing the distribution of diclofenac injection in doses higher than 3ml under the Section 26A of the Drugs and Cosmetics (D&C) Act.The expert committee was formed by the Drugs Technical Advisory Board (DTAB) recently after discussing the request by an organisation which claimed that high dosage of diclofenac had led to a decline in vulture population in India.
After going through the issue, the DTAB felt that banning of multi dose injections alone may not provide a long term solution to the problem of declining vulture population. The DTAB after deliberations decided that a sub-committee may be constituted to examine the issues related to the use of diclofenac sodium injection and decline in vulture population.
Dr S D Seth, Advisor CTRI, National Institute of Medical Statistics, ICMR, New Delhi, Dr Y K Gupta, professor & head, Department of Pharmacology, AIIMS, New Delhi and Dr N K Gupta, director professor, will be the members of the panel.
Delhi-based Green Indian States Trust had written to the Ministry of Health and Family Welfare for preventing diclofenac caused vulture decline in India and had requested for additional steps to prevent the misuse of diclofenac sodium injection in animals.
It was alleged that multiple dose of diclofenac sodium injection in the pack-size of 30ml is misused in the treatment of animals because of the lower cost of the treatment even though alternative treatment in the firm of meloxicam is available for animal use. It was urged that the manufacture, sale and distribution of all packs higher than 3ml of diclofenac sodium injection may be prohibited to save the vulture population.

cholesterol and diabetes have been advised to use the drug only after
consulting their GP or pharmacist.The MHRA said diclofenac would continue to provide safe and
effective pain relief, apart from patients in certain "at risk"
groups.Dr Sarah Branch, deputy director of the MHRA's vigilance and
risk management of medicines division, said: "Whilst this is a known risk
and warnings have been included in patient and healthcare information for some
time, this advice is now being updated."Six million prescriptions were written for diclofenac last
year and the drug is also available over the counter.

HYDERABAD, 28 JUNE 2013: India's national regulatory body
for pharmaceuticals and medical devices Central Drugs Standard Control
Organization (CDSCO) will soon increase its drug inspection staff by 10 fold to
effectively regulate the sector, especially the growing clinical trials, said a
top bureaucrat.
CDSCO, which is considered the Indian counterpart of Food
and Drug Administration (FDA) of United States and functions under India's
union health ministry, currently has staff strength of 200 plus in its drug and
clinical trials inspection.
The move of CDSCO assumes significance in the backdrop of
growing clinical trials by several private sector companies across the country
and also the concerns over drug safety issues in the backdrop of RanbaxyBSE
-2.41 % episode. He said most of the new staff would be of drug inspector's
cadre and other supporting staff. Reddy said the regulator is also planning to set up eight
more central laboratories and strengthen the state level regulatory agencies in
view of growing clinical trials across the country. An amount of Rs 1,200 crore
has been earmarked towards setting up of laboratories and staff costs, he said.
India's health ministry is going to bring 50 more drugs
under the purview of National Pharma Pricing Policy 2012 in a bid to make the
drugs affordable, said joint secretary with pharmaceuticals department Shambhu Kallolikar.
The government has already brought in 150 and 40 drugs under the purview of new
policy in two phases earlier.Kallolikar said the government is also setting up six more
National Institutes of Pharmaceutical Education and Research (Niper) where an
amount of Rs 250 crore would be spent on each centre. Andhra Pradesh major
industries minister J. Geetha Reddy said the state government has already
allotted 50 acres of land for the Niper near Hyderabad. Responding to this,
Kallolikar said the union government would sanction Rs 200 crore for the Niper
near Hyderabad, apart from releasing Rs 100 crore towards the proposed National
Centre for Bulk Drugs Research at Hyderabad.
एनपीपीए लागू होने से दवा कंपनियों को झटका
21-6-2013अगर आप महंगी दवाओं की वजह से कैंसर और हार्ट संबंधी बीमारी का इलाज नहीं करवा पा रहे हैं तो अब आपके लिए अच्छी खबर है। अगले महीने के अंत तक आपको इन बीमारियों से संबंधित दवा 50 फीसदी तक सस्ती मिल सकती हैं।
दवा कंपनियों को झटका लगा है क्योंकि ड्रग प्राइसिंग रेगुलेटर नेशनल फार्मास्यूटिकल प्राइसिंग अथॉरिटी (एनपीपीए) ने 15 जुलाई से 150 दवाओं की कीमतों को रेगुलेट करने संबंधी अधिसूचना जारी कर दी है।
एनपीपीए के इस फैसले से बुखार, पेनकिलर (पैरासिटामॉल), एंटी इफेक्टिव्स, एंटीबॉयोटिक, कैंसर की दवाएं, इंसुलिन, दिल के मरीजों की दवाएं और 652 फॉर्मूलेशन की दवाएं सस्ती होंगी।
पैरासीटामोल 49 फीसदी, एजीथ्रोमाइसिन 40 फीसदी, सेप्टाजिडाइम 52 फीसदी, डोक्सोरूबीसीन 45 फीसदी, लोसार्टन 45 फीसदी और अटोर्वैस्टैटिन 44 फीसदी तक सस्ती हो सकती है।
इस खबर का ग्लैक्सो स्मिथक्लाइन फार्मा, रैनबैक्सी लैबोरेटरीज, सिप्ला जैसी कंपनियों पर असर पड़ेगा। इसके चलते आज रैनबैक्सी का शेयर 3.2 फीसदी की गिरावट दिखा रहा है।
इस पर एंजेल ब्रोकिंग की वीपी रिसर्च सरबजीत कौर नांगरा का कहना है कि एनआईपीपी के लागू होने का फैसला ड्रग प्राइसिंग पॉलिसी के तहत ही लिया गया है। इससे मल्टीनेशनल कंपनियों की दवाओं पर ज्यादा खराब असर होगा क्योंकि इनकी दवाएं प्रीमियम पर मिल रही हैं। इसके चलते ग्लैक्सो स्मिथक्लाइन फार्मा, एवेंटिस फार्मा पर नकारात्मक असर देखा जा सकता है। इससे विदेशी फार्मा कंपनियों पर ज्यादा खराब असर देखा जा सकता है।इस फैसले के चलते घरेलू फार्मा कंपनियों में रैनबैक्सी लैबोरेटरीज पर नकारात्मक असर देखा जा सकता है क्योंकि इसकी कई एंटी इंफेक्टिव दवाएं प्रीमियम पर बिक रही हैं। इसके अलावा सिप्ला पर भी खराब असर हो सकता है।सरबजीत कौर नांगरा के मुताबिक रैनबैक्सी लैबोरेटरीज का शेयर 3-4 सालों से खराब प्रदर्शन कर रहा है। शेयर में छोटी अवधि के लिए गिरावट का रुख बना रहेगा। शेयर में 3-5 साल के लिए निवेश करना हो तो ठीक रहेगा लेकिन 3 साल से कम का नजरिया रखने वाले इस शेयर से दूर रहें।

नई दिल्ली :: दवा मूल्य निर्धारण नियामक ने आज कहा कि वह इस महीने के अंत तक 300 दवाओं के अधिकतम मूल्य तय कर देगा। इस पहल से रोगियों को बड़ी राहत मिलेगी।
राष्ट्रीय दवा मूल्य-निर्धारण प्राधिकार (एनपीपीए) के अध्यक्ष सीपी सिंह ने कहा, हम इस महीने के अंत तक थोक दवाओं के आधार पर करीब 300 दवाओं के अधिकतम मूल्य तय करेंगे। इसमें वे 237 दवाएं भी शामिल होंगी, जिनके अधिकतम मूल्य पहले ही तय किए जा चुके हैं। दवा उद्योग के जानकार लोगों के मुताबिक, नई दवा नीति लागू करने से कई कैंसर रोधी और संक्रमण रोधी दवाओं की कीमत 50-80 प्रतिशत घट जाएगी।
एनपीपीए की यह पहल दवा मूल्य नियंत्रण आदेश (डीपीसीओ), 2013 की अधिसूचना जारी होने के बाद की गई है, जो 15 मई से लागू है। उक्त आदेश 1995 में जारी आदेश की जगह लेगा।
नए आदेश के जरिये राष्ट्रीय आवश्यक दवा सूची (एनएलईएम) में शामिल 348 दवाओं की कीमत का नियमन किया जाएगा, जबकि दवा मूल्य नियंत्रण आदेश, 1995 में थोक में बेची जाने वाली सिर्फ 74 दवाएं ही शामिल थीं।स्वीकृत नीति के तहत उन सभी ब्रांड की दवाओं के औसत मूल्य के आधार पर दवाओं की कीमत तय की जाएंगी, जिनकी बाजार हिस्सेदारी एक प्रतिशत से अधिक है। सिंह ने कहा, अब तक यह पाया गया कि ज्यादातर दवाओं की कीमत 15 से 20 प्रतिशत की कम हुई है।

Pathologists registered with MCI only be allowed to run path labs, sign lab reports
Chennai, 27 May, 2013: The interim orders of various high courts in the country on public interest litigations filed by specialist pathologists on the issue of running of pathology laboratories and signing of reports, and the demand raised by various state pathologists associations are bringing into sharp focus the differences of opinion among the medical doctors with regard to Rules governing pathology laboratories.
Pathologists who have approached the courts demand that only a medical practitioner with specialisation in pathology and registered with a medical council, should be allowed to run a pathology laboratory and certify pathological reports. Those medical graduates without specialization in pathology can not be allowed to sign the pathological lab reports.
Further, they demand that all the government PHCs and CHCs should have qualified pathologists in the hospital labs.
Recently the associations of the qualified pathologists and microbiologists in Maharashtra, Andhra Pradesh, Gujarat, Madhya Pradesh and Uttar Pradesh have filed PILs in the respective high courts seeking direction to the state governments to allow specialized pathologists only to run pathology labs and certify the reports. All the courts have pronounced judgements on the associations favour. The UP association of pathologists has prepared common minimum criteria to start a legal pathology laboratory and submitted to government and to the medical council of India, said Dr Jagadeesh P Keskar, Pathologist at Pen-Raigarh in Maharashtra who filed the petition in the Bombay High Court.
The division bench of the Gujarat high court held that the laboratory technicians, being not pathologists, cannot run any laboratory independently. The court also held that the lab technicians could not directly give any report to any patient or any other individual, or to any institution or practising doctor without the authentication of the same by the pathologist registered with the medical council. The court said individual laboratory technician cannot be allowed to run pathological laboratory independently without engaging a pathologist registered with the medical council.
While the association members are defending their side, doctors of other disciplines argue that it is not feasible to appoint qualified pathologists in all the health centres in the country, especially in the rural areas. All the hospitals do not have the posts of pathologists also and therefore to appoint pathologists in PHCs and CHCs is not practicable. Doctors of other disciplines put the suggestion that medical graduates (allopathic) should be allowed to perform a certain set of basic investigations as they have studied pathology and biochemistry in their course.
“Why post graduate pathologist or diploma holder in pathology required to perform basic lab investigations when for managing pyrexia, asthma, and for treating chronic obstructive pulmonary diseases (COPD) no post graduate in internal medicine is engaged? Similarly, for taking sutures of CLW (Contused Lacerated Wound) there does not arise the need of a master in surgery, and for conducting delivery and managing pelvic inflammatory disease (PID), no PG qualified obstetrics and gynaecology is required,” doctors opposing the argument of the pathologists ask.
According to them the Indian Medical Council Act 1956 and professional regulations 2002 clearly says that MBBS is the minimum qualification to practice modern system of medicine. Signing a pathology report is considered a practice of modern medicine. Any qualification other than MBBS or MD pathology/biochemistry/microbiology is not eligible to sign a lab report by law. So, a medical graduate can also sign a pathological report, argues non-pathologists.
The issue became a subject of hot discussion in an online discussion forum of doctors and health officials recently.

CVC registers complaint against irregularities in permission for manufacturing of drug to private company
Bhopal, 4 Aug: The Central Vigilance Commission (CVC) has registered a complaint involving alleged irregularities in granting of permission to a drug company by the Drug Controller General of India (DCGI) for the manufacture and sales of the drug Tadalafil, used to treat pulmonary artery hypertension.
Medical rights activist Anand Rai has alleged in his complaint to the CVC that the drug company (Cipla) obtained the rights to manufacture Tadalafil on the basis of clinical trials conducted at MGM Medical College, Indore and Indira Gandhi Medical College, Shimla. He has also alleged that the company obtained the permission irregularly in collusion with certain high officials of the DCGI and government doctors in Indore. The permission to the drug company has cost a loss of Rs. 1,000 crore to the government of Madhya Pradesh and Himachal Pradesh where trials for the drug were conducted. Citing the case of Indore, Mr. Rai claims that since the trial (CTRI/2009/091/000744) was conducted by a government doctor and was sponsored by the MGM medical college Indore, the rights for manufacture and sale of the drug should have been obtained by the government of M.P. But the drug company in question and the Principal Investigator "connived with highly placed officials of the DCGI" casuing a "loss of about Rs. 1,000 crore to the government of Madhya Pradesh". "The loss of revenue to the governments and to the people of India should be probed by the Comptroller and Auditor General (CAG) in order to bring out the complete truth," Mr. Rai told this reporter. The potential loss figure of Rs. 1,000 crore has been calculated based on the amount involved in a similar deal (between the Eli Lily Pharma company and the United Therapeutics of USA) for the manufacture and commercial rights of the same medicine Tadalafil. In US, the rights were obtained in the US for a sum of $ 150 million. A response from Cipla could not be obtained as the company's official contact number was answered by the security personnel who said offices were closed as Saturday was a non-working day. | |

छापामार टीम को दूसरे दिन भी मिली नशे की बड़ी खेप
डबवाली--ड्रग सिटी डबवाली में नशा बेचने वालों के खिलाफ प्रशासन द्वारा चलाया गया अभियान दूसरे दिन भी जारी रहा। पुलिस, स्वास्थ्य विभाग और ड्रग कंट्रोलर की संयुक्त टीम ने बस स्टेड रोड पर नवनिर्मित केमिस्ट शॉप के प्रधान की दुकान पर छापामार कर नशीली दवाइयों की बड़ी खेप बरामद की है। बड़ी मात्रा में मिली नशीली दवाइयों के स्टाक को देखकर छापामार टीम दंग रह गई। उधर, इस कैमिस्ट शॉप पर छापा मारने की सूचना मिलते ही बड़ी संख्या में भीड़ एकत्रित हो गई और मिले नशीली दवाइयों के भंडार के बारे में उत्सुक्ता दिखाई। समाचार लिखे जाने तक छापा मार टीम 10 हजार से ज्यादा रेसकॉफ की शीशिया बरामद कर चुकी थी, शेष पकड़ी गई दवाइयों की गिनती जारी थी। तलाशी के दौरान छापामार टीम को दुकान के अंदर से एक सीढि़यों के नीचे गुप्त रूप से बनाई गई अलमारी का भी खुलासा हुआ है। जिसमें भारी संख्या में नशे के तौर पर प्रयुक्त होने वाली दवाइया बरामद हुई हैं।
मिली जानकारी अनुसार डीएसपी डबवाली पूर्ण चंद पवार, ड्रग कन्ट्रोलर विजया राजे, एसएमओ डॉ. एमके भादू की संयुक्त टीम ने बुधवार को न्यू बस स्टेंड रोड पर नशे के लिए कुख्यात हो चुके शर्मा मेडिकल एजेंसी पर दस्तक देकर उसकी तलाशी ली। तलाशी के दौरान छापामार टीम को वहा मिले नशे के भंडार को देखकर दंग रह गई। छापामार टीम को बड़ी संख्या में रेसकॉफ एवं अन्य नशे के तौर पर प्रयुक्त की जा रही कफ सिरफ की शीशिया, टेबलेटस व अन्य सामान भी बरामद किया। नशीली दवाइयों की संख्या इतनी ज्यादा थी कि टाटा एएस गाड़ी भरने के बाद भी पुलिस को अपनी जीप्सी में लादकर थाने ले जाना पड़ा। समाचार लिखे जाने तक छापामार टीम द्वारा दवाईयों की गिनती जारी थी। डबवाली के डीएसपी पूर्ण चंद पवार ने नशा बेचने वालो को चेतावनी दी है की वह अपना बोरिया-बिस्तर लपेट कर यहा से रफूचक्कर हो जाए। किसी भी कीमत पर डबवाली में नशे का कारोबर करने वालों को बख्शा नहीं जाएगा।
वहीं मंगलवार को बठिडा रोड पर एक केमिस्ट स्टोर एवं ट्रासपोर्ट कम्पनी पर की गई छापामारी के दौरान भारी मात्रा में नशीली दवाईयों की खेप बरामद होने के बाद पुलिस द्वारा केमिस्ट शॉप संचालक दीपक कुमार एवं ट्रासपोर्ट संचालक रामचंद्र के खिलाफ नशे के अवैध कारोबार को लेकर विभिन्न धाराओं के तहत मामला दर्ज कर लिया है। दीपक कुमार को पुलिस द्वारा मौके से ही गिरफ्तार किया जा चुका है जबकि रामचंद्र की तलाश जारी है।

High Court stays food safety and standards regulations
BANGALORE, 27 JULY: The Karnataka High Court on Thursday stayed for three months the implementation of the regulations and some of the provisions of the Food Safety and Standards (FSS) Act, 2006, which were enforced from August last year.
Justice Mohan Shantanagoundar passed the interim order after hearing the petition filed by the Karnataka Pradesh Hotels and Restaurants’ Association. The FSS (Packaging and Labelling) Regulations, 2011; FSS (Food Product Standards and Food Additives) Regulations, 2011; certain provisions in the FSS (Licensing and Registration of Food Business) Regulations 2011, and Sections 50 to 65 of the Act (dealing with penal provisions for various offences) have been stayed following the interim order. The new law replaced the Prevention of Food Adulteration Act, 1954. While licence is mandatory for all food business operators having annual turnover of over Rs. 12 lakh, the rest have to get registered with the Commissioner for Food Safety and Standards. The State government has set August 4 as deadline for this process. Claiming that the new law would seriously affect the Indian traditional culinary, the association pointed out that it had been drafted keeping in mind the “four bread and dozen dressing” food style of the west. | |

Mumbai, 30 July: Days after the Bombay High Court vacating the stay on publishing the results of the interviews conducted by UPSC for the post of Deputy Drug Controller of India (Dy DCI), the Union health ministry has appointed five deputy drug controllers at the CDSCO headquarters in Delhi.
Out of the five new appointments, Dr S Eshwar Reddy is the only officer who has been selected for the post of deputy drug controller from the CDSCO headquarters in Delhi. Three of the new faces are from Andhra Pradesh drugs control department---Vaishali, Chandrashekharan and Venkateshwarlu. Lolita is the fifth new Dy DCI, who was deputy director of J&K drugs control department. While Dr Reddy has already taken charge as Dy DCI, others yet to reach Delhi to assume charge, sources said.
The appointment of Dy DCI became controversial when the union health ministry directed the Union Public Service Commission (UPSC) in March this year to conduct interviews for the post of Dy DCI as per the new Recruitment Rules (RR) framed by the ministry last year. Even as the UPSC was conducting interviews, some senior health ministry officials including Dr DK Chauhan, assistant drugs controller, Mumbai Port, challenged the ministry's decision to appoint the Dy DCI as per the new RR which the officials contested that it was not in consonance with Rule 49(A) and 50(A) of the Drugs and Cosmetics Act (D&C).
Hearing the petitioners, the Bombay high court in March this year sent notices to both the union health ministry and the UPSC barring them from publishing the results of the interviews till the pendency of the case. The UPSC had conducted interviews for the post of Dy DCI from March 23 and 28 this year.
After hearing both the parties, the Bombay High Court early this month vacated the stay on publishing the results of the interviews conducted by the UPSC for the post of Dy DCI, paving the way for the health ministry to make the appointments.
Interestingly, even though the Bombay High Court has vacated the stay, the issue is not completely out of legal tangle as another case related to the issue is pending in Madras High Court which is yet to come up for hearing.
